HTML5 fallback for flash video

My client has designed a flash video banners where 50% of area is auto played video (muted) and the other half consists of a "regular" flash timeline animation. Pretty easy doing this in Flash, however how would that work/look for HTML5 fallback? According to your video banner specification, "All you have to do is to send video files of the following types: ...", that would work well if 100% of the ad was a video, but would probably leave half the banner empty in my case. Is there some way of doing this "easy" without having to (re)build the banners in HTML5 as well. Maybe use the fallback GIF as a background for the video wrapper, so that the left side is playing html5 video and right side showing a gif animation. Thanks Sean.
