HTML banner browser/device requirements and possibilities/limitations

Hello, We are beginning to develop more and more HTML banners. It is however unclear to us what minimum browser specs we should support, and how fallbacks for these are handled. There where a lot of very strict rules for Flash banners, so it strikes us as being a bit odd that there are none at for HTML (at least not enforced). It is hard for us to get any kind of answers from the contacts on our projects. What I'm keen to know is this: - Do you have any guidelines on what browsers/devices we should support. - When do we create fallbacks for older browsers and when is the banner simply not served. Does the Adform system allow the administrators to define that only certain browsers/devices should be targeted, so the banner would simply not be served to non-compliant browsers.
